“十三五”时期我国农机事故统计分析与对策研究

摘要： 以“十三五”时期道路外农机事故数据为基础，从事故原因、事故涉及的农业机械种类、事故发生时段等方面研究分析农机事故发生原因和演变规律。基于分析结果，发现存在农业机械安全隐患较多、农机安全生产责任落实还不到位、农机安全监督管理能力不足等问题，提出加大农机手教育培训力度、提升农机手的安全守法意识、推动农机装备升级换代、深化农机行业“放管服”改革等对策建议，旨在为农机安全监督管理部门与农机安全作业工作提供借鉴。

Abstract: Based on the data of agricultural machinery accidents during the 13th FiveYear Plan, this paper studies and analyzes the causes and evolution rules of agricultural machinery accidents from the aspects of accident causes, types of agricultural machinery involved in the accident，and time periods of accidents. Based on the analysis, it is found that there are many hidden agricultural machinery of agricultural machinery safety, the implementation of responsibilities for agricultural machinery safety is not yet in place, and the capacity of supervision and management of agricultural machinery safety is insufficient. Some countermeasures and suggestions are put forward, such as strengthening the education and training of farm machinery operators, improving their safety and lawabiding consciousness, promoting the upgrading of farm machinery and equipment, and deepening the reform of “supervision and service” in farm machinery industry. The research can provide reference for agricultural machinery safety supervision and management departments and the safe operation with agricultural machinery.
