面向区域高质量发展的全域土地综合整治适应性转型与路径优化研究

Abstract:

The purpose of this paper is to explore the adaptive transformation framework, mechanism, mode types, and optimization paths of comprehensive land consolidation, to provide the theoretical and decision-making references for assisting regional high-quality development. The research methods include induction and deduction with theoretical analysis The results indicate that: 1） based on the goal of regional high-quality development, the concepts, functions, methods, and other theoretical connotations of comprehensive land consolidation from the perspective of territorial space governance are analyzed. Comprehensive land consolidation has achieved adaptive transformation in terms of fund operation, consolidation mode, ecological protection, facility guarantee and residence renewal. 2） From the dimensions of element consolidation, pattern optimization, function strengthening, value manifestation, and mechanism guarantee, the approaches of comprehensive land consolidation to promote regional high-quality development are discussed. 3） Facing the differentiated and equal quality development goals of urban and rural areas, an analytical framework for consolidation modes is proposed based on location, resource advantages, and planning targets, and 13 modes are summarized, including traditional agriculture, urban agriculture and high-efficiency agriculture, etc. 4） The optimization paths of comprehensive land consolidation are explored from the dimensions of control, guidance, utilization and protection, i.e., strengthening constraints and building a system of comprehensive land consolidation, decentralizing development rights and formulating development plans, exploring differentiated paths and supporting land use guidelines, ensuring factor allocation and innovation consolidation mechanism. In conclusion, the research on theoretical mechanisms, performance evaluation and typological system of comprehensive land consolidation should be enhanced to support the high-quality development of regional territorial space.
